The KPPRA Rules 2014 have undergone significant transformations to align with Digital Governance. As of January 2026, the integration of EPADS and new Bid Security Regulations have changed how government departments and contractors interact. This guide provides the most current financial thresholds and procedural updates.

1. Updated Financial Thresholds (Effective 2025-26)

The core limits for procurement methods have been refined to ensure faster processing for small-scale works.

2. The EPADS Revolution (New for 2026)

The most critical update for 2026 is the Electronic Procurement (EPADS) rollout.

• Electronic Bid Submission: Hard copies are being phased out; bids must be uploaded to the EPADS portal.
• E-Bid Security: Bidders must enter instrument details (CDR/Guarantee) directly into the system at the time of submission.
• Transparency: Real-time tracking of tender opening and technical evaluation is now available to all participants.

3. Bid Security & Additional Security (2025 Update)

Following the S.R.O (29)/Vol: 1-40/2025-26, the rules for “Below Estimates” bidding are strict:

• Up to 10% Below: Only 2% Bid Security is required.
• 10% to 20% Below: 8% Additional Security is required.
• More than 20% Below: Differential security equal to the bid and estimate gap + Detailed Rate Analysis is mandatory. Failure results in immediate forfeiture of the 2% security.

4. Standard Bidding Documents (SBDs) 2025-26

KPPRA has issued updated SBDs for:

• Consultancy Services (Aug 2025)
• Small Works & Large Works (Updated Jan 2026)
• Disposal of Public Assets (2025)
