Preventive measure for stoppage of payment of salaries to Fake/ghost employees

1. All the Administrative Secretaries, of Khyber Pakhtunkhwa.

2. All the Heads of attached Departments, Khyber Pakhtunkhwa.
3. All the Divisional Commissioners, Khyber Pakhtunkhwa.
4. All the Deputy Commissioner. Khyber Pakhtunkhwa.

SUBJECT: PREVENTIVE MEASURES FOR STOPPAGE OF PAYMENTS OF SALARIES TO FAKE/GHOST EMPLOYEES

I am directed to refer to the subject noted above and to communicate the following preventive measures for processing the salaries of Government employees working under your administrative control:-

(i) All the Drawing und Disbursing officers should be directed to reconcile monthly payroll register regularly under para-176 of Audit code, with their respective Accounts offices and report the errors, il any.
(ii) Under rules 268 of Combined Set of Treasury Rules all the Department are bound to submit a certificate that “Certified that all persons whose names are omitted from, but whose pay has been drawn in this-bill have actually been employed during the month, and that ful! details of the names of the persons concerned and the emoluments drawn for them working up to the total included in this bill have been duly shown in the nifice copy.” The Drawing and Disbursing Officers under the rule referenced may be intimated to submit clearance/disbursement certificate on monthly basis.
(iii) Please conduct detail audit / scrutiny internally of all the appointments of non-gazetted employees through your Internal Audit Cell.
(iv) Please ensure that appointments orders which consist more than one page should have signature on each page.
(v) The name along with father’s name and CNIC number of each appointee should be made mandatory for printing it on appointment order.
(vi) CNIC of all the existing employees may be verified from NADRA whereas ne appointment may be allowed in SAP system after verification of CNIC from NADRA
I am further directed to request to kindly ensure implementation of above mentioned measures in your departments/attached formations/offices so that any kind of payments to fak ghost employees is discouraged.
